I'm just guessing but I assume the reason why mosdot that normally take an anti-internet stand have web sites themselves is so that people surfing the web will have the zechut of access to their website. One sukkot time there was an explanation why a certain frum newspaper published on chol ha-mo'ed: If they didn't, there was fear people would purchase a non-kosher newspaper. So better to publish on chol ha-mo'ed for the merit of people who might otherwise stumble.
