Technically not, but they would usually give you a break (they always did for me) as long as they were together under the max weight unless one of the bags weighed a ton. Remember people have to shlep this stuff and put it on and off the plane. The poor guy down below doesn't care that your other bag is half empty........
And why didn't you take some stuff out of the other bag and avoid paying the extra money. I did that once it was a few lbs over so I took a whole load of seforim in my carry on bag which luckily they didn't weigh.......
