You don't need to be a zionist to become an Israeli citizen.
You can get work permits without citizenship, but your employer will basically need to make a case that they need you, a foreign worker, because your skill set hasn't been matched by an Israeli passport holder applying for the job. IDT is a case in point. I never had trouble getting my work permit years ago in a totally different field of work. BTW, legally,
the tax rate for tourists is higher than for citizens, and you need a "patur mas" to keep your tax rate the same as a citizen.
If you're going to build a business, you ought to pay taxes to keep everything legal. There is also the option of building a US based business and paying your US taxes from here.
