Monster.com is a website where you can search and peruse job listings...that's my thought on the matter.
any personal experience?
Did I ever get a job from there? No.
Did I get leads? Yes.
Did I get leads that were totally unrelated? Yes.
Did I get leads? Yes.
Did I get leads that were totally unrelated? Yes.
I got a job from there.
It is a place where after posting your resume, you will get 5 phone calls a day from hunters of your head.

I was once lured at a job fare to one such chinese scam place. Make sure it's a real company with a real job opening in your field of interest, before some chinese guy gets comission for lying to you and luring you along with a hundred other victims to some (legal?) MLM presentation in China town.
Make sure you don't use your real email when signing up. Use an account that you would check while on your job search, but the second you found a job, you could dump the email address.
