It depends on what we are talking about. To wear navy pants and a black jacket or vice versa looks retarded but say a sweater and a skirt CAN be pulled off.....

I notice in shul during the week that a lot of bochrim and men wear navy and black - for some reason during the week there seems to be an inyan not to wear a matching suit of pants and jacket at shul during the week, so often they will have black pants and a navy jacket, or vice versa [actually, black and midnight blue drives me nuts because it's close, but not close enough].

Because they're wearing a davening jacket and you're right, those tend to be navy. Or maybe it's better to wear a navy davening jacket with black pants than a black one that doesn't quite match the pants?

In any case, a sweater and a skirt that are navy and black do not match IMO. They don't clash per se (like red and pink), but they don't look great.

Becuase both navy and black are allowed and little else, and when you are rolling outta bed in the morning, trying to pin up your eyelids, the last thing you care about is which uniform skirt you grabbed outta your closet.
