Because they're wearing a davening jacket and you're right, those tend to be navy. Or maybe it's better to wear a navy davening jacket with black pants than a black one that doesn't quite match the pants?
In any case, a sweater and a skirt that are navy and black do not match IMO. They don't clash per se (like red and pink), but they don't look great.
