oh, sorry, didn't see the subtitle.

i would say, booties under the jeans (but completely covered by the jeans). the part that shows shouldn't be too "rough", you know, not a cowboy type of boots, preferably with a heel

what does it mean? what major differences could there be?

(i personally think that jeans tucked into boots aren't classy but casual)

In my opinion they can often be classy. In fact if you want to nit-pick, no jeans can never really be considered classy.

No, definitely not. But some can be. Likewise, some jeans/boots combinations can be classy even when the jeans are tucked in.
