1. the Tur starts off saying we can't measure flour for baking. But I thought we're allowed to measure for ochel nefesh on YT.

2. The last se'if of Shulchan aruch is that we can give the gifts to a kohen. Surely not a leaf falls by happenstance and that's why this is mitzvah 506 in the Sefer Ha-chinuch, right? [Devarim 18"3, the commandment to give the foreleg, two cheeks, and the maw]. Do we still do that, by the way?

Because he could have done it before Yom Tov.

The custom is to burn it, since all are "bechezkas Tumah".

Yes, but the question is if they are worse off for being done before yom tov, also in this case one does not really need an "exact messurment" he\she can use an estimate, therefore you cannot messure it on yom tov.
