It's not an excuse, they are only carrying it so that other people can use it. What about someone that carries a shofar on RH?
It is very reasonable that someone will need to fulfill the mitzvah and hasn't yet. Karov l'vadai in fact.....
Also isn't there an inyan that once something becomes "non muktzeh" it stays that way. So if normally a Shofar or Lulav and Esrog would me mukzeh on the appropriate days you can move them freely. Maybe carrying is the same....
