Sure-
Combine:
2 tsp salt
4 tsp sugar
onion powder
garlic powder (for the previous two, I always use granulated, but powdered would probably work just as well)
paprika (sweet)
2 tsp tumeric
(optional- dried minced garlic, or onion)
Sprinkle cauliflower with oil, then spices.
Bake @ 450 30-35 min.
So when we could get fresh Gush Katif cauliflower, I used that, but it's not really available shmitta time. So I was sad I'd have to go a whole winter without one of my favourite dishes. But wait! Last week, I bought a bag of Bodek Cauliflower florets, let it defrost, tried to squeeze out the excess water as best I could without making the cauliflower one big blob, and then proceeded as usual. Wasn't as good as with fresh, but it was a close second.

would thawing out frozen cauliflour in a strainer or on a pile of paper towels make it less watery?

I used frozen broccoli for a salad and put it through the salad spinner. Maybe try that.

I make something similar using frozen cauliflower all the time. I put thawed out cauliflower in a plastic bag, drizzle in some olive oil, and shake it up so it coats the cauliflower. Then spread it on a cooking sheet and sprinkle garlic salt and paprika all over. Bake at 425 till crispy.

Could be, but I don't know if that would really get all the water out.
