So it seems that the Rambam does not hold of the famous Gemara (?) which states that as long as there is a kosher mezuzah in town, the city is not incinerated. According to him, there are some good people out there whose personal items will be going up in flames.

Here's an idea: Let the entire Ir haNidachas get together and sell all their possessions to the Rabbi, or, as the case may be, the High Priest of Gilgamesh. The High Priest will then sell the stuff to a non-local. Assume this transaction is pure paperwork like mechiras chometz. The non-local agrees to allow the locals to continue using the stuff and does not collect it.
  • Does this save the property from incineration?
  • If it does, the city has no שלל to be burned in the רחוב. Does this have any ramifications for the city's ir-hanidachaskeit?

I'm sure you are aware of the story of the Chasam Sofer who was asked how he managed to pasken shailes so quickly. He answered that when he learned the sugyos, he tried to imagine all the circumstances shailes might arise, so most of the time he had already explored the issue.
