1. What is the nature of the obligation today to fast on 3 Tishrei, 10 Teivet and 17 Tammuz? Is it an obligation de-rabbanan [A Moshi Type II Obligation] or a minhag accepted as normative practice throughout klal yisrael* [A Moshi Type III Obligation]?

2. Do sephardi shuls publicly announce the coming fast the way rosh chodesh is announced?

I'm not familiar with the Moshi Halacha Classification System, but it seems to me it would be an obligation midivrei sofrim (a Moshi Type I.V Obligation, if you will.)

1. Accepted minhag but the BY says someone who doesn't fast is "poretz geder".
When the Beis Hamikdash is standing, the fast days are semachos, when there are "geziros" against Am Yisrael they are obligatory, but in stam galus when there are no geziros (like today) they are "optional".

Maybe if you were a member of those communities you WOULD be required to fast. But in any event, I think they meant more serious and large scope geziros.
