If you're speaking of refraining from smelling spices for habdalah when Tishang b'Ab is on a Sunday, it's because the two are not complimentary. The point of smelling spices for habdalah is to provide joy as the additional soul leaves the body. Tishang b'Ab is a day of abeluth - thus, engaging in something to gladden the spirit is not to be done on that day.
