You don't because by definition there is nothing to see (or hear).

Isn't a lunar eclipse considered a bad omen for Jews???

yes it is, even though nowadays we can figure out when they will happen based on mathematical calculations.
No Bracha is said ( as per R' Reuvan Feinstein)
since the sky was cloudy, so should the simon rah be cloudy and since it happened in the month of Adar which is a month of good omens, and during the night after shushan purim katan, it should v'nehapach hu and the bad omen should turn to a good one.

BTW interesting to note that during the eclipse while you could see the moon, you were able to say kiddush levanah all night till day break

the luach I saw said that that night you could still say kiddush levanah all night, there is a time limit as up untill when you can say kiddush levanah and from my simple knowledge it is abased on when the molad was for the month and the when the molad is on the upcoming month ( some times you can only say it up till a certain time at night of the 15th

Look at the Beit Yoseph to OC 426 - according to some, one should not say birkat kiddush levanah past an eclipse.
