yes it is, even though nowadays we can figure out when they will happen based on mathematical calculations.
No Bracha is said ( as per R' Reuvan Feinstein)
since the sky was cloudy, so should the simon rah be cloudy and since it happened in the month of Adar which is a month of good omens, and during the night after shushan purim katan, it should v'nehapach hu and the bad omen should turn to a good one.
BTW interesting to note that during the eclipse while you could see the moon, you were able to say kiddush levanah all night till day break
