We don't call a fast day for Thursday because the merchants will see nobody is buying then they'll think it's a famine and jack up the prices for Shabbat [did I understand that correctly?]

Wouldn't that mean you also can't call a public fast day for Friday? Why isn't Friday specified as not appropriate for a public fast day?

Isn't Friday generally not made into a fast day anyway?
Also isn't shopping supposed to be done before Friday?

Says whom?
That's why, for example, the MB discusses if you can miss tefilah be-tzibbur Friday morning for the sake of shabbat shopping. I think the assumption is that it's done on Fridays.

fasting on erev shabbos is discussed in OC Siman 249.
