I'm guessing Shijiazhuang. (Though might also be Baoding, Tangshan, Handan, or Zhangjiakou)

Last time I checked, China wasn't a city.

I could tell that the signs are written in simplified characters which rules out the picture having been taken in Hong Kong, Macau and all of Taiwan. The bike/truck thingy seems to have plates from Guangdong province.  Qingyuan maybe? My guess is this picture is from right across the border with Hong Kong SAR on 
the PRC side...

It could just as well be Gesundheit at that rate.

I doubt it. Gesundheit is in Inner Mongolia, and the guy in the truck just doesn't have the Genghis Khan je ne sai quoi...

No prize. I highly doubt that this truck could make the trip from guandong province (Though some of the natives could probably figure out a way)

Another option could be an agricultural vehicle from Heilongjiang province...

If there was a higher resolution and a clearer shot of the license plate... or if I actually knew Chinese... it would be easy to figure it out...
My gut reaction to the lettering on the license plate was 雷沢 (for all I know 沢 could have gotten simplified to R in mainland China...) but there isn't any place called that in China (at least that I could find...)
