Id think they were trying to show off. Its like those ppl who let the entire world know that they "gotta wash" franticly looking for a proper washing cup, and then accusingly ask "arent you washing?"
Arent women not supposed to say it out loud anyways because it could arouse the gentleman. This is just if she's properly looking submissively downwards, ka v'chomer if she's looking in his eyes.

Im trying to think of any type of scenario that would legitimize this behavior, but cant come up with one. Its completely inappropriate and quite frankly very strange.

Once I was swimming in the ocean and my friend asked me to put my hand on his head for a second. I thought he had gone completely mad, but I complied. I was NOT pleased when he started to recite asher yatzar

Well I'm a guy and I can tell you that no, seeing a girl saying asher yotzar is not even remotely arousing. Unless someone has some weird fetish for that kinda thing, he won't be aroused by that. We don't need to worry about the few that might. If we had to worry about every single weird fetish that exists, women wouldn't be allowed in public at all.
