The Tur says we wash three times in order to remove the ru'ach ra'ah from our hands. What exactly is this ru'ach ra'ah? How would you explain it to someone not observant?

What is the meaning of the Gemora shabbos [at the bottom of] 108b-109a ? how would you explain that gemora?
