To the powers that be, I noticed that the time on the board does not reflect the recent changes that were made.

Yes. You need to adjust your time in your control panel.

IOW I should set it to say that I live in a place that I don't really live?

Click My Controls > Click Board Settings from options on left > click appropriate box > Change My Account options

I know how to do it. but for some reason I don't think this is the way it is supposed to be done.

no, just update your settings so that it knows daylight savings time kicked in.

You're not changing your time zone. You need to click on "Is DLT in effect?".

Years back we used to re-set the time for the whole board, but now when I checked the system it told me that everyone needs to change their own settings.

I had the "Auto correct DST?" box checked off, but it was not working. I unchecked it and then the option "Is daylight saving time in effect? " appeared. I checked it off and things are working now. so thanks.
