A kashketel is basically a cap. Among certain chasidim young boys wear these kashketlach on shabbos and yom tov. The long coat is called a bekishe. Those are worn on shabbos and yom tov by post bar mitzvah boys. The kids in this picture must have been from a Rebbish family where boys begin wearing bekiches at a younger age.
